Policies and Experiments of Excellence and Innovation in the United Arab Emirates Public Sector

The goal of this paper is to trace and discuss the United Arab Emirates (UAE) government policies and experiments to achieve excellence in the operations of government at both the federal and emirates governments. The constellations of these policies and experiments mark the transition of public sector management in UAE from traditional (bureaucratic) public administration to the realm of innovative new public management. The paper intends to discuss these policies and experiments under specific headings that reflect certain policy issue areas in UAE public sector. These include policies to rationalize the policy-making process, introducing e-government for good governance, privatization, and total quality management.

Implementing sustainable procurement in the United Arab Emirates public sector

Purpose Despite making significant strides in transforming its environmental outlook over the past few years and promoting sustainable procurement (SP) in the public sector, the United Arab Emirates (UAE) is still facing serious challenges in moving up the global sustainability ranks. Thus, this study aims to assess and prioritize critical factors, including cost, organization, innovation capability, stakeholder, culture and market-related factors, and their respective sub-factors for the implementation of SP, and come up with recommendations. Values guide actions and judgements, form the basis of attitudinal and behavioral processes, and have an impact on leaders’ decision-making, contributing to more sustainable performance. Through a bibliometric study and content analysis, 2038 articles were selected from Scopus, from the period 1994–2021, presenting global research tendencies on the subject of values, public administration, and sustainability. The results indicate that Sustainability is the most productive journal, the main research category is in social sciences, the most productive institution is the University of Queensland, the location with the most publications and research collaborations is the USA, and the authors with the greatest number of articles are Chung, from Chung-Ang University; García-Sánchez, from the University of Salamanca; and Pérez, from the University of Cantabria. There has been an extensive amount of research that has considered the application of business excellence models. There is however, a gap in terms of the application of these models in both the government sector and in the Middle Eastern context, the UAE in particular. More compelling however, is the drive for the UAE to be a most innovative and competitive market regionally, if not globally. As such, the deployment of these excellence models and approaches in the UAE context is undertaken to have a true impact thus driving the motivation to conduct this research. The objective of this study is to assess the value of the application of the Government excellence model (GEM), designed by the UAE Government, as an instrumental tool to drive the public sector entities improvements towards achieving a better raking on the global competitiveness index. The theoretical prediction along with the government’s expectations is that the assessment of the entities on the competitiveness pillars along with each entities’ response to that assessment will result in the movement towards and ultimate achievement of a leadership position globally. That is, by conducting its main activities more effectively, the entity will ensure the achievement of the government’s objectives through the optimal use of resources and ongoing pursuit of learning and development.

An exploratory study of common issues and key differences between the European Foundation for Quality Management and the United Arab Emirates Public Sector Excellence Model: public sector organisation results

Public sector organisations are increasingly implementing excellence models (EM) to improve their processes and services efficiently and to obtain the competitive advantage globally in terms of cost and quality. This paper seeks to present a comparative analysis of frameworks of European Foundation for Quality Management excellence model and a new government excellence model; namely, 4th G developed in United Arab Emirates. It also identifies their common issues and differences in terms of core values, criteria, weights’ distribution, assessment methodologies and achievement of perceived benefits to propose suggestions for proper implementation of the government excellence model.
